The purpose of those Wish Tokens is the Wish Factory, a new selection on the Shopping part of the Thing to Do menu. The basic concept is you can trade tokens to select exclusive items that you want.
It takes 10 tokens to get the Factory to open and then you get to select the exclusive you want. You can't open it before you've added those 10.
You can get/earn tokens through adopting the POTM, visiting on your birthday and webkinz day - but also through special Wheel events.
The factory main screen is like a bank in that you can deposit your tokens as you get them as opposed to keeping them in your dock. However, I tried now with no luck.
No mailing the tokens to others
There are super tokens that exist but they will look the same as other tokens in your dock. The factory will tell you if they are super only after you deposit them and you'll get a bonus.
The Wheel of Wishes appears to have Tokens as an option to win. On that note, the Wheel of Wishes has been backed up until Saturday - not a bad idea after the wheel problems in the past. But they have more info post on it.
